You CAN shoot underwater but you are exposed to multiple risks, and you can even blow the gun, your arm, or a lung (water pressure)
Use ONLY 9mm FMJ ammunition

Don’t even shoot near a wall
Soak and submerge the pistol for a long period to prevent the gun having air in the chamber because that can literally make the gun explode.
